PII Analyser to automatically move files to Data Control

When documents are added to the default attachments section from Atlassian, analyse if they could be PII and suggest to the customer or ask if they want to move the file to Data Control.

    This feature would not be needed by our organization if we could remove the ability to add native attachments.
